The only way you are going to get a good following on Twitter is to interact with the people you are following. Being a robot and only spitting out information is going to get you nowhere. By responding to tweets, asking questions and re tweeting tweets you are communication with your fellow tweeters and showing that you are human too.
Responding to tweets that are sent to you is equally important. Even if you just send a "thank you" when someone re tweets one of your tweets it shows that you actually give a damn and makes people feel good. If people feel good that you appreciated their gesture, they are more likely to do it again and if their followers see that they are interacting with you, they are more likely to want to follow you too.
